As per the guidelines given by U.S Customs and Border Protection, you need to present all the document at border when entering the U.S.
These documents also include the ownership papers and the bull of sale which is only possible after you have bought the car. Non-compliance with the laws can result in penalties or even your car getting seized.

All the standards you need to meet for D.O.T compliance are stated on the form linked above. The first condition requires you to have a 25 year old car. If the car is less than 25 years old then it needs to have FMVSS safety certificate usually located under the hood or inside car door.
Now if the car doesn’t have the FMVSS certificate or has a Canadian version of it; the CMVSS then you have to contact the car manufacturer, and get them to give you a letter stating that the car conforms to the FMVSS standards. The car needs to have astating that it is certified to meet the standards of U.S EPA. You can find it under the hood of the car. However, if there’s no EPA label, you will have to get a compliance letter from the U.S representative of the vehicle manufacturer stating that the car complies with the rules of U.S EPA.
